什麼是產品認證?
- 由第三方認證機構發出證書，確認某供應商的產品符合指定認證計劃的要求。
- 產品認證計劃 – 為特定產品而設並採用相同的特定要求､ 規則及程序的產品認證系統。
產品認證的好處
- 透過上游監控提升產品質素。
- 持續監察工廠的生產程序，以確保生產質素穩定。
- 增強對產品質素符合認可標準的信心。
- 使用獲認證產品可減低未能通過實地規格測試的風險，從而減低須重新訂購產品而令工程延誤的風險 -> 節省時間及金錢。
什麼是香港認證機構認可計劃的認可服務?
認可服務提供品質保證。香港認可處是政府機構，根據香港認證機構認可計劃向產品認證機構發出認可資格。申請認可資格是公開和自願性質的。只有符合國際標準ISO/IEC 17065《符合性評鑑 – 產品､過程及服務認證機構之要求》的產品認證機構，才會獲發認可資格。

- 熱浸處理強化玻璃
- 防火門及間隔牆
- 標準沙
- 替補沙
- 水泥產品
- 瓷磚黏合劑
- 修葺用砂漿
- 瓷磚

- uPVC排水管道及配件
- 鋼筋網
- 連體座廁設備
- 鋼筋連接套筒

- 混凝土骨料
產品認證程序
- 初步評估，包括評審廠房生產程序，以及實地抽取一項或多項具代表性的產品樣本進行測試
- 定期進行監巡查，包括抽取樣本進行審核測試
- 每隔三年進行重新評估，亦包括抽取樣本進行審核測試

What is Product Certification?
- A third party certification body issues a certificate to confirm that a product of a given supplier satisfies the requirements of a specified certification scheme.
- Product certification scheme-product certification system related to specific products to which the same specific requirements, rules and procedures apply.
Benefits of Product Certification
- Promoting product quality through upstream control.
- Continuous surveillance of production process in factory to ensure consistent production quality.
- Greater confidence on product quality to recognized standards.
- Use of certified products reduces the risk of failure in on-site compliance testing, hence reduce risk of project delay in case reordering is required -> saves time and money.
What is HKCAS Accreditation?
Accreditation gives you quality assurance. Hong Kong Accreditation Service (HKAS), a government organisation, grants accreditation to product certification bodies under the Hong Kong Certification Body Accreditation Scheme (HKCAS). Application for accreditation is open and voluntary. Only product certification bodies meeting the requirements of an international standard, ISO/IEC 17065 "Conformity assessment – Requirements for bodies certifying products, processes and services", can achieve accreditation.
Product certification schemes have been developed locally for the following construction materials:

- Heat-soaked tempered glass
- Fire doors and partition walls
- Standard sands
- Replacement sands
- Cement products
- Tile adhesives
- Repair mortars
- Ceramic tiles
- Aluminum window and frictional hinges
- Drainage uPVC pipe and fitting
- Mesh reinforcement
- Close-coupled water closet suites
- Mechanical couplers
- Paint
- Aggregates for Concrete
For a manufacturer to certify its product
- Initial evaluation of a manufacturer includes factory assessment of production and selection on-site for testing of one or more samples of products representative of the production.
- Surveillance visits at periodic intervals include audit testing of selected samples.
- Re-evaluation is at every three years interval, which also includes audit testing of selected samples.

The Government of the Hong Kong Special Administrative Region set up the Hong Kong Council for Testing and Certification, an advisory body, in September 2009 to spearhead the development of the industry. The vision is for Hong Kong to develop into a regional testing and certification hub.
