The testing and certification industry has been providing high volume of testing and inspection services for consumer products manufactured in Hong Kong and the Pearl River Delta Region, in particular toys, electrical and electronic goods, textiles, garments and footwear. The industry also provides quality management system certification service for organisations in the supply chain. Through providing assurance to overseas buyers on the quality and safety of products, the industry has played an important part in the economic development of Hong Kong as well as the Pearl River Delta Region.

The Hong Kong Council for Testing and Certification was established in September 2009 to advise the Government on the overall development strategy of the testing and certification industry. It has been adopting a market-oriented approach to promote the testing and certification sector.

To reduce the risk of incorrect testing, inspection and certification results, many regulatory bodies, buyers and retailers require laboratories, inspection bodies and certification bodies to be accredited. HKAS is an accreditation body under the Innovation and Technology Commission of the Government of the Hong Kong Special Administrative Region. HKAS is signatory to the multilateral mutual recognition arrangements (MRA) of the International Accreditation Forum (IAF), International Laboratory Accreditation Cooperation (ILAC) and Asia Pacific Accreditation Cooperation (APAC). HKAS MRA partners recommend other parties to accept the endorsed test reports and accredited certificates issued by HKAS-accredited organisations.
